University of Cyprus: Coverage of Academics Entitled to Special Allowance Included in 2026 Budget – Data Clarification Pending

The University of Cyprus is awaiting data clarification to proceed with the retroactive payment of the special allowance to academics who were entitled to it and had appealed to the Justice system after it was cut in 2013. The case concerns 22 academics who were vindicated by the Supreme Court, while the period pending is from 2014 to 2024. The allowance, which is considered a property right, was cut in 2013 due to the economic crisis and the measures of the Troika. The 2026 budget includes provision for covering the allowance for those academics who are entitled to it based on their appointment letter, both for 2025 and 2026. After the Court's decision, the University sought legal advice, which recommended compliance with the decision for 2013, but waiting for subsequent years. There are also other appeals by academics before the Justice system, while the issue is complicated by cases of academics who were promoted, retired or affected by the change, but had not appealed together with the initial 22. The University of Cyprus Council has been intensively involved in the issue, trying to find a solution that complies with the Court's decision and is legal and in accordance with the regulations.
