UN Envoy Urges Cypriot Leaders to Find Sustainable Paths for Restarting Talks by July

The Personal Envoy of the UN Secretary-General, Maria Angela Holguin, stated that the leaders of Cyprus should continue their contacts and explore sustainable paths for restarting negotiations, starting in July. Holguin referred to the idea of direct communication between the two leaders, without the UN as an intermediary, and emphasized the need for a “different model of interaction”. Holguin pointed out that the leaders need time for their ideas to mature and for the internal processes of each side to evolve, taking into account political developments such as parliamentary elections and the Presidency of Cyprus in the EU Council. She also recalled that in March 2025, both sides had committed to confidence-building measures, which have not yet made significant progress. In her recent joint meeting with the leaders, Holguin stressed the importance of honest dialogue and personal trust between them as an essential element for any negotiation. She acknowledged the need for a careful approach, given the long history of failed attempts to resolve the Cyprus issue. Holguin predicted that 2026 will be a period of intense activity in Cyprus, with the Republic of Cyprus holding the Presidency of the Council of the EU and the need for coordination on various issues.
