The 'shadow Russian fleet' consists of older tankers used to transport Russian oil, bypassing international sanctions, and is estimated to handle 75% of Russian oil internationally, thereby funding the Russian economy. Analysts warn that this decision carries the risk of escalating tensions between London and Moscow, given that some of the ships are said to have armed security or links to Russian state interests. In particular, concerns are expressed about potential incidents in high-traffic areas, such as the English Channel, which could lead to confrontations between Russia and NATO countries. Despite the risks, the UK appears determined to proceed, with Keir Starmer stating that this move will deprive Putin of the revenue that funds the war in Ukraine. Government ministers also emphasize that Russia remains a threat to the West, even amid the crisis in the Middle East. This decision represents a clear shift from simply monitoring sanctions to actively enforcing them, with the aim of limiting Russia's ability to finance the war in Ukraine by circumventing international sanctions.
