The Issue of Shelters: A Critical Look at Civil Defense in Cyprus

The article addresses the lack of modern shelter planning in Cyprus, despite increased geopolitical instability. The existing system relies on existing underground spaces that were later designated as shelters, a practice that began after 1974. The author points out that new buildings are not designed with shelter provisions, while in countries like Finland and Switzerland, shelter provision is mandatory in urban planning. Furthermore, many existing shelters are not in working order. The author proposes a reform of legislation that would require the provision of underground spaces with shelter specifications in new large developments, as well as a long-term national civil defense plan.
