The Audit Office is conducting a second investigation into the Central Prisons, highlighting significant issues regarding facilities, staff management, and the overall operational culture. The first report revealed problems that will not be solved by the construction of new prisons, but require a change in mindset. Issues were identified including overcrowding, a high recidivism rate (15-20%), fire safety deficiencies, an insufficient number of electronic monitoring devices for home detention, and a lack of protocols for emergencies. Additionally, deficiencies were found in updating the personnel lists of riot control teams, an inadequate number of guards, and problems with recording staff working hours. The Audit Office also reports cases of guards working excessive hours or in administrative positions, reducing the number available for prison security.
