President Announces 'Landmark' Legislation for Independent Living of People with Disabilities

President Nikos Christodoulides has announced the establishment of a unified and comprehensive legal framework for the social inclusion and independent living of people with disabilities, describing it as a 'landmark' social transformation. The decision was made at the beginning of the Cabinet meeting and signals a new approach to supporting people with disabilities. The main change introduced is independent living, with the decoupling of benefits from income criteria for people with severe disabilities, enhancing their dignity and autonomy. €106 million has been allocated for the three-year period 2026-2028 to implement the legal framework. President Christodoulides expressed hope that Parliament will promptly proceed with consultations and the passing of the bill, taking into account the upcoming end of the parliamentary term. He also announced the start of cooperation with the Social Citizens' Alliance (KYSOA, OSAK, Observatory of the Third Age), which will be an institutional cooperation mechanism. The President called on all Ministries to appoint Accessibility Officers, who will be the point of contact with the Social Alliance on issues concerning people with disabilities. This initiative is part of the ideological-political approach of Social Liberalism and aims to strengthen the Welfare State in Cyprus.
