OKYpY's Autonomy Hampered by State Payroll

The State Health Services Organization (OKYpY) is on the defensive, but with a counter-offensive spirit, during the discussion of its 2026 budget in Parliament. According to its administration, the main obstacle to OKYpY's autonomy is not inefficiency, but the high payroll cost, which absorbs 80% of the budget. The payroll cost has increased by €163 million between 2019-2026, despite a slight increase in staff. This increase is due to across-the-board increases, ATA, and other benefits applicable to public employees. Furthermore, OKYpY is called upon to compete with the private sector within the framework of the GeSY, without having the same conditions, such as the cost of sick leave which is fully covered by the Organization. The Authority commits to fulfill its work independently of the Parliamentary Elections.
