New EU Regulation for Toy Safety from 2026

A new European Union regulation for toy safety will come into force on January 1, 2026, following its approval by the European Parliament and the Council of the EU. The regulation aims to strengthen the protection of children from harmful chemicals in toys and improve the enforcement of existing EU rules. According to the new regulation, the use of certain chemical substances will be completely prohibited in toys as soon as they are classified as dangerous. These substances include endocrine disruptors, substances that harm the lungs, allergens, and substances that damage specific organs. Also, per- and polyfluoroalkyl substances (PFAS) and bisphenols will be banned. The regulation further strengthens the existing ban on substances that can cause cancer, genetic damage, or reproductive harm. The enforcement of the new rules will be done through digital tools, with the creation of a digital product passport for each toy. The digital product passport will contain information about the safety and compliance of the toy, which consumers will be able to access electronically via a QR code or other data carrier. Customs authorities will be able to check the product passport for toys sold online and imported into the EU. The implementation of the regulations will begin on August 1, 2030.
