German Chancellor Friedrich Merz and Italian Prime Minister Giorgia Meloni appear to be moving closer to a tighter collaboration, as Europe faces significant challenges and the role of France under Emmanuel Macron weakens. The two leaders, described as “right-wing Atlanticists,” are keen to de-escalate tensions with the US and find common ground following disappointment with France's stance on key economic agreements, such as the one with Mercosur. The meeting between Merz and Meloni, taking place today in Rome, is expected to seal a cooperation agreement in the field of defense, with the participation of top ministers and the signing of around ten agreements. German Rheinmetall and Italian Leonardo already have a joint venture in the defense sector. Furthermore, the two countries are considering drafting a new action plan to revitalize EU industry and expand exports, which will be presented at the upcoming European Council summit. Germany and Italy refer to themselves as “the two main industrial nations” of Europe. This development marks a shift from the traditional “Franco-German axis” that has dominated European decision-making for decades, with Merz seeking new allies to promote his agenda in trade and industry. France's withdrawal from important agreements and disagreements over joint programs, such as the fighter jet program, have strengthened the need for new alliances.
