Ghost Building in Nicosia Under Scrutiny by Auditor General

The Auditor General's Office has put a half-finished building in Nicosia, on Spyros Kyprianou Avenue, under scrutiny. The building, which was licensed in 2010 for the construction of an eight-story building, has only had its skeleton built up to the 7th floor, which also deviates from the original plans without the necessary approvals. The Auditor General's Office points out that this situation is a characteristic example of the pathologies in urban development management and has negative impacts on the city's image, safety and public health. In addition, the long delay causes visual pollution and negatively affects neighboring plots. The Service criticizes the competent authorities, such as the Municipality of Nicosia and the Provincial Self-Government Organization, for their passive role and lack of substantial pressure on the owners. The authorities limited themselves to renewing licenses without imposing penalties. The Nicosia Provincial Self-Government Organization attributes the delays to the complexity of the study revisions and the effects of the 2013 economic crisis, assuring that the owners intend to complete the project. However, the Auditor General's Office believes that these explanations do not justify the perpetuation of the problem.
