The 2025 fiscal report reveals the final official state revenue and expenditure. Total revenue amounted to €8.60 billion, up from €8.06 billion in 2024, with 86% coming from taxes. Indirect taxes account for 44% of revenue, while direct taxes account for 42%. The main sources of revenue are Value Added Tax (VAT) with €3.16 billion, corporate income tax with €2.08 billion, and personal income tax with €1.71 billion. Tax revenue has been steadily increasing over the past five years. Regarding expenditure, the largest category is personnel salaries, pensions, and gratuities, with a total cost of €3.52 billion. Payroll expenses increased by 5.8% compared to 2024, reaching their highest level in the last decade. Social benefits amounted to €2.02 billion, with a significant portion going to the General Health System (€0.82 billion). In addition, €1.67 billion was spent on transfers to Public Law Organizations, Local Authorities, and other entities. Expenditure on water purchase from desalination amounted to €110.1 million, showing a slight decrease compared to 2024, but remains at high levels due to reduced water inflow into dams.
