European Parliament Approves €90 Billion Loan to Ukraine

The European Parliament has approved a €90 billion loan to Ukraine for the years 2026 and 2027, as part of the EU's continued support for Kyiv against the Russian invasion. The approval was obtained by a large majority and through an urgent procedure, to ensure the rapid provision of assistance. Of the total amount, €30 billion will be allocated for macroeconomic financial assistance and fiscal support, while the remaining €60 billion will be used to strengthen Ukraine's defense capabilities, including defense industries within the EU and the European Economic Area. The funding will be provided based on a strategic plan to be developed by the Ukrainian authorities and evaluated by the European Commission, subject to strict conditions such as democracy, the rule of law, human rights, and the fight against corruption. The loan will be financed through joint borrowing by the EU and will be guaranteed by the Union's multi-year budget. The repayment of the capital will be borne by Ukraine once it receives war reparations from Russia. The Czech Republic, Hungary, and Slovakia did not participate in the agreement, which proceeded through enhanced cooperation.
