The Cypriot government is facing criticism for a lack of strategic planning in the energy sector, with the recent legislation allowing ATIK to operate in the energy sector being a prime example. The criticism focuses on the fact that the government is proceeding with this move without clear strategic goals and without consulting stakeholders, potentially creating competition between two semi-state organizations (ATIK and EAC) and private companies. The absence of a comprehensive cost-benefit analysis and the non-adoption of amendments that would ensure transparency and clear conditions for ATIK's involvement exacerbate concerns. There is a fear that private individuals holding unused RES licenses will exploit the situation to resell them to ATIK at inflated prices. The lack of strategic planning is considered particularly problematic in a nationally strategic sector such as energy. The government could collaborate with ATIK and EAC to develop a unified plan aimed at reducing electricity costs for consumers. The implementation of the new legislation should be closely monitored to avoid distortions that could harm the two semi-state organizations. Their primary goal should be to provide affordable and quality services to citizens, unlike private companies that often seek maximum profit, even at the expense of quality and service.
