Double Standards: Head of Civil Defence Removed, But Veterinary Services Director Remains Untouched!

Two recent cases in the Cypriot public sector, the management of Civil Defence shelters and the handling of foot-and-mouth disease, have highlighted a systemic issue: the lack of accountability and the selective assignment of responsibility. In the case of the shelters, the government reacted immediately by transferring the head of Civil Defence, Maria Papa, to the Audit Office. While this move can be seen as a form of administrative response, it raises questions as to why a dismissal was not pursued, given the seriousness of the omissions. Conversely, in the case of foot-and-mouth disease, the management by the Veterinary Services and the role of its director, Christodoulos Pippi, have faced strong criticism without any reaction from the government. This difference in handling the two cases raises questions about the criteria used for assigning responsibility. The shelter issue came to light after the tension caused by the drone attack on British bases, revealing that many shelters were unsuitable and inactive. The transfer of Ms. Papa, while it may be considered a reaction, does not solve the problem of the lack of accountability. The lack of reaction to the foot-and-mouth disease case, despite the serious criticism of the management, reinforces the feeling that the government chooses who to hold accountable and who not to, creating a climate of questioning and distrust towards public administration.
