Domestic Violence: Implementation, Not Just Laws, is Key, Says Commissioner

The Legal Commissioner, Sofia Kleopa Hadjikyriakou, presented to the Parliamentary Committee on Human Rights interventions to strengthen the management of gender-based and domestic violence cases, in line with GREVIO’s recommendations for the implementation of the Istanbul Convention. The Commissioner committed to ensuring access to support measures for victims, regardless of whether they file a complaint. The Committee Chairman, Giorgos Koukoumas, recalled that Cyprus ratified the Convention in 2017 and passed harmonizing legislation in 2021. However, he stressed that state implementation is fragmented and that public and victim awareness is inadequate. Committee members expressed concerns about delays in implementing the provisions of the Convention, while Alexandra Attalidou emphasized that the real question is not the laws, but their implementation. The MP stressed the need for the Ministry of Justice and the Commissioner for Equality to take the initiative. The GREVIO recommendations and the response of the Ministry of Justice were discussed. The discussion focused on the need to map the problem, possible legislative changes, the implementation of protocols by state agencies and the operation of the ‘House of Women’.
