Cyprus to Implement Gender-Responsive Budgeting

Cyprus is preparing to implement gender-responsive budgeting across the public sector, with initiatives including new legislation, policy reforms, and specialized training. The Commissioner for Gender Equality, Jozi Christodoulou, announced that the Council of Ministers has approved the "Gender Mainstreaming Bill of 2025," which will integrate gender equality into policymaking and the state budget. The integration of gender perspective is considered essential for modern democratic governance, aiming to create systems that reflect the needs of all members of society. The new legislation will mandate the integration of gender perspective into policies, actions, legislation, and public contracts, utilizing tools such as gender-disaggregated data collection and gender impact assessments. A significant part of this effort is the integration of gender perspective into tax reforms, with relief measures for parents and single-parent families, in order to encourage women's participation in the labor market and improve their standard of living. Simultaneously, the upcoming pension reform aims to reduce the pension gap between genders. Cyprus has already begun preparing for gender-responsive budgeting since 2023 through its participation in the European Commission's Gender Flagship Project. Technical support led to the creation of a Gender Action Plan, which has been implemented since September 2025, with training programs for officials from various ministries and services.
