CYPRUS: Health Insurance Authority Blames Air Ambulance Companies for Lung Transplant Delay

The Cyprus Health Insurance Organization (HIO) has responded to criticism regarding the inability to transport a patient abroad for a lung transplant, stating that it reacted promptly and activated all necessary procedures. The HIO emphasizes that it utilized the same resources previously used by the Ministry of Health, effectively placing the responsibility on the air ambulance companies. According to the HIO, none of the collaborating companies could facilitate the air transport within the required timeframe of 3 hours, and no commercial flight was available to cover the necessary time. The HIO clarifies that its role is administrative and operational management of the patient referral process, and it is not involved in the medical decision-making regarding sending patients abroad. Since October 2nd, 2025, 198 cases have been referred for healthcare services, 27 via air ambulance, including 9 life-threatening situations. In this specific case, the HIO was informed about the availability of a lung transplant on February 2nd shortly after 11:00 PM and requested the patient’s transfer by 3:00 AM the next day. Immediate communication with all five collaborating air ambulance companies was initiated, alongside a check for available commercial flights. Despite these efforts, no company could accommodate the transport within the required timeframe, and no commercial flight was available. The HIO acknowledges the seriousness of the situation and the anxiety experienced by patients and families awaiting transplants, stressing that it did everything possible within existing procedures.
