Cyprus Government Considers Abolishing Social Support Fund

The Cypriot government is considering the abolition of the Independent Social Support Fund – also known as the 'First Lady's Fund' – and transferring its responsibilities to the Grants and Subsidies Service of the Ministry of Finance. Discussions on the matter have begun in the House of Representatives' Institutions Committee with two draft laws. One proposal comes from AKEL and MPs from DISY, while the other is from a DISY MP supported by an independent MP. The proposal by DISY MP Nikos Georgiou aims to strengthen the accountability and transparency of the Fund, allowing private donations up to €50,000. It also proposes the appointment of a Chairman with integrity and moral character, unconnected to the First Lady or the President of the Republic. All donations exceeding €500 will be made public, with the donor's consent. AKEL General Secretary Stefanos Stefanou advocated for the abolition of the Fund, believing it to be a breeding ground for institutional entanglement and corruption, phenomena he said are widespread in Cyprus. He emphasized that the State Scholarships Foundation of Cyprus (IKYK) already exists to address student welfare, operating with transparency and accountability. Mr. Stefanou warned that accepting donations from individuals with dealings with the state could create suspicions of collusion and corruption. AKEL's proposal aims to address these issues and restore public trust in institutions.
