Cyprus: Debate in Parliament on National Ambulance Authority Amidst Delays

The discussion on the National Ambulance Authority in Parliament was marked by criticism of the state's delays in its implementation and the unregulated provision of pre-hospital care in Cyprus. The Head of the Ambulance Service, Riana Constantinou, emphasized that the delay creates a “parallel state” in the ambulance market. The discussion in the Parliamentary Health Committee aimed to finalize the bill before the end of the parliamentary session. Involved parties and trade unions highlighted the need for immediate passage, as well as resolving issues such as staffing, funding, and clear definition of responsibilities. Ms. Constantinou stated that the Service has been disproportionately burdened, with an increase in transports from 5,000 in 2020 to 45,000 today, with the same staff, degrading the rescue role. She called for a clear policy from the state, adequate staffing and resources, supporting that the National Authority will strengthen the Service, but will not replace its core responsibilities.
