A new report by the Audit Office on the Central Prisons highlights significant issues with facilities and personnel management, as well as problems with fire safety and the feeding of prisoners. The report, which was discussed in the Parliamentary Control Committee, emphasizes the need for immediate action by the government to address these problems. The Audit Office is preparing an additional report on the conditions of detention and food at the Central Prisons, which will be published after the parliamentary elections. The current report focuses on internal procedures and the management of prisons, emphasizing that many of the problems will not be solved by the construction of new prisons, but require a change in culture. The report mentions overcrowding in prisons, the high recidivism rate (15-20%), deficiencies in fire safety, the limited availability of electronic monitoring devices for serving part of the sentence at home, and the lack of protocols for dealing with emergencies. In addition, deficiencies were found in the updating of personnel lists for riot control teams and in the presence of a sufficient number of prison guards. The Audit Office also found problems in the recording of prison guards' working hours, the work of some on night shifts beyond the limits, and the need for approval from the Ministry of Finance for personnel working in the prison's grocery store.
