Cabinet Decides on Legislative Framework for Social Inclusion of Persons with Disabilities

The Cabinet decided to establish a unified and comprehensive legislative framework for the social inclusion and independent living of persons with disabilities. The President of the Republic, Nikos Christodoulides, described the decision as an “iconic” social reform, emphasizing that it is the first time since the establishment of the Republic of Cyprus that such an initiative has been taken. The new legislation focuses on the independent living of persons with disabilities, disconnecting benefits from income criteria for people with severe disabilities, with the aim of strengthening their dignity and autonomy. This decision strengthens the Welfare State in Cyprus and upgrades the framework for supporting persons with disabilities. €106 million has been allocated for the three-year period 2026-2028 to implement the new policy. President Christodoulides expressed hope that Parliament will proceed immediately with consultations and approve the relevant bill, taking into account the upcoming parliamentary elections. At the same time, President Christodoulides announced the start of cooperation with the Social Alliance of Citizens, which consists of KYSOA, OSAK and the Observatory for the Third Age. This cooperation will be substantial and systematic, with regular meetings and an institutionalized cooperation mechanism. The President called on all Ministries to actively participate in this effort, within the framework of the ideological-political approach of Social Liberalism.
