Audit Report Reveals Potential Concealment of Expenses by Candidates

The Audit Office has published a report regarding the election expenses of candidates in the municipal elections of June 9, 2024. The audit of 337 Election Expense Reports revealed instances of exceeding spending limits, potentially jeopardizing the equality of candidates. It was also found that advertising expenses represent only a small percentage (31% for mayors and 23% for deputy mayors) of the total declared expenses. A significant percentage of candidates (51%) did not submit complete supporting documents for their expenses, while other irregularities were also identified, such as discrepancies with provider data, invoicing to third parties, and cash payments over €100. A total of 73 discrepancies and 55 cases of invoicing to third parties or cash payments were recorded. The report highlights significant weaknesses in the existing framework for controlling election expenses, such as a lack of transparency and inadequate documentation. These weaknesses make it difficult to effectively supervise expenses and create a risk to the integrity of the electoral process. The Audit Office recommends strengthening the transparency, documentation, and supervision of election expenses to ensure equality among candidates and the integrity of the electoral process. Full implementation of the provisions of the legislation and strict adherence to the rules are essential to avoid similar irregularities in the future.
