The Audit Office has published a Special Report (EE-EY 11/2026) on quarry and mining developments, examining the implementation of previous recommendations and compliance with the legal framework. The report finds that, despite the passage of six years, fundamental weaknesses remain in licensing procedures and quarry management. Specifically, significant delays are observed in licensing, with 15 out of 29 applications for quarry development submitted during the 2020-2023 period remaining pending. In addition, gaps were identified in the implementation of European and national legislation, delays in promoting strategic policies, and serious environmental issues, particularly in relation to the proposed new Quarry Zone in Androlikou. The report also highlights problems in the management of guarantees and the collection of quarry rights. The Audit Office emphasizes the need for the exploitation of natural resources to be carried out with legality, transparency, and strict protection of the environment and biodiversity. The report underscores the need for improvements in quarry management to ensure the sustainable use of natural resources and the protection of the environment.
