Action and Management Plan for Extreme Events - Details of the Disaster Response Bill

The Ministry of Interior has prepared a bill for disaster response, which has been put out for public consultation. The bill covers a wide range of disasters, including earthquakes, floods, fires, pandemics, and technological accidents. The aim of the bill is to protect human life and health, address immediate living needs, provide assistance and support, mitigate the effects of disasters, and return to normalcy. To achieve these goals, a Basic National Crisis Management Plan will be implemented and a National Crisis Management Coordination Center will operate. The bill provides for the mobilization of the Police, the National Guard, other Departments and Services, local authorities, universities, private companies, and citizens to address extreme events. “Civil protection” includes any measure aimed at defending against enemy attack or limiting its effects, as well as addressing disasters. The bill also defines the responsibilities and procedures for preventing, planning, training, preparing, responding to, and managing the effects of disasters.
