Cyprus: Proposal for Three-Month Transition Period for Social Support Fund

The Cypriot government is preparing legislation to abolish the Independent Social Support Fund – known as the First Lady's Fund – and transfer its responsibilities to the Grants and Subsidies Service of the Ministry of Finance. Discussion of the bill began in the House Institutions Committee, with two draft laws submitted by different parties. The first proposal, submitted by AKEL and supported by MPs from DISY and Nicosia, aims to strengthen the accountability and transparency of the Fund. The second proposal, from DISY and an independent MP, seeks to address the issues that led to the previous law being declared unconstitutional. The proposals include provisions for controlling private donations (with a limit of €50,000), appointing a President with integrity and political impartiality (not the First Lady or a person connected to the President), and publishing donations over €500 (with the donor's consent). AKEL supports the abolition of the Fund, believing it is a breeding ground for collusion and corruption, while emphasizing that student welfare is adequately covered by the Cyprus State Scholarships Foundation (CSCF). The government aims to address corruption and enhance transparency in resource management.
