Von der Leyen: Ukraine Needs to Be in a Strong Position - Proposes €90 Billion Loan

European Commission President Ursula von der Leyen emphasized the need for Ukraine to be in a strong position and presented a proposal for a €90 billion support loan for 2026 and 2027. The loan will be allocated with €60 billion for military aid and €30 billion for general budgetary support. Von der Leyen stressed that the EU remains unwavering in its commitment to Ukraine's security, defense, and prosperity. The proposal includes the potential use of frozen Russian assets to repay the loan, as well as the EU budget as a safety net in case of default. The agreement on the loan was reached within the framework of enhanced cooperation between 24 member states, as Hungary, Slovakia, and the Czech Republic refused to participate.
