No Illegality Found in 'Digital Citizen' Project, Ministry of Research States

The Deputy Ministry of Research, Innovation and Digital Policy has responded to the Auditor General's Report on the 'Digital Citizen' project, stating that no illegality, irregularity, or reprehensible action has been identified. The Deputy Ministry emphasizes that the project's assignment, implementation, and management were based on provisions of national and European legal frameworks. It also expresses dissatisfaction with the report's focus on concerns without considering the extensive positions submitted by the Deputy Ministry. Specifically, the Deputy Ministry disputes the Auditor General's claim that the legality check was conducted shortly before the contract signing, highlighting the Legal Service's involvement since April 2024. The project was implemented through interstate cooperation with Greece, based on an explicit provision of European law, and maintains a full contractual relationship with the Greek Ministry of Digital Governance. Furthermore, the Deputy Ministry states that the assignment and implementation process complied with the views of the Public Procurement Authority and received the approval of the Commissioner for the Protection of Personal Data. The provision for accepting deliverables within 20 days is considered standard practice in such contracts. Regarding the project's cost, the Deputy Ministry notes that it was determined within the framework of the interstate agreement, utilizing existing technological infrastructure and a mature solution, which allowed for significant savings in time and resources compared to developing a new system from scratch. The Deputy Ministry assures that no reprehensible action exists and that the project was implemented legally and transparently.
