Cyprus: Issues with Civil Defense Shelters and the SafeCY App

The Minister of Interior, Constantinos Ioannou, acknowledged problems with the state of civil defense shelters in Cyprus, but stressed that this is a long-standing issue. According to the Minister, until 1999 there was no organized network of shelters, despite the Turkish invasion of 1974. Since then, in cooperation with the private sector, about 2,200 shelters have been created, but covering only 30% of needs. The effort to create shelters was essentially abandoned in 2013 due to lack of interest from the private sector. In 2023, on the initiative of President Christodoulides, a new effort to upgrade Civil Defense began, in cooperation with the French company Expertise France. At the same time, a bill was submitted to transform Civil Defense into Civil Protection and create a National Civil Protection Mechanism. The new approach focuses on identifying suitable public spaces, such as underground parking lots, supermarkets, and churches, increasing coverage from 30% to 45%. However, the recent crisis highlighted problems with private shelters, as changes or conversions had been made in many cases without control by Civil Defense. A check revealed 194 shelters that either no longer exist or cannot be used and have been removed from the SafeCY application. In addition, 280 shelters are no longer available to the public, but can be used by the residents of the apartment buildings. The rest remain in the system, while checks continue.
