Cyprus Did Not Conduct Impact Assessment for EU-Mercosur Deal

Cyprus did not conduct an impact assessment for the effects of the EU agreement with the Mercosur countries, said the Minister of Energy, Commerce and Industry, Michalis Damianou, to the Parliamentary Committee on Agriculture. He noted that it is not customary for member states to conduct such studies, as they are carried out by the EU itself. The Minister stated that the data for Cyprus is small and no significant impact is expected. However, MP Charalambos Theopemptou pointed out that other countries, such as Ireland, Belgium and France, have already conducted similar studies. The discussion focused on the impact of the agreement on the primary sector of Cyprus, with the Committee President, Giannakis Gavriel, expressing the view that the agreement is harmful to Cypriot farmers. He questioned why Cyprus agreed to sign the agreement without securing exemptions for sensitive products, such as halloumi. The Minister described the agreement as “strategic” for the EU, emphasizing that it expands trade opportunities and benefits Cypriot consumers and businesses in sectors such as shipping and pharmaceuticals. He also stressed that there are safeguard clauses to protect the Cypriot economy in the event of market disruption.
