The phenomena are caused by long-range missiles, a technology initially developed for destructive purposes but also used for space missions. Modern missiles reach great altitudes and speeds, making detection and interception difficult. The flashes are due to explosions or interceptions of missiles at high altitude, which appear to be close by due to the curvature of the Earth.
