EU Closes Infringement Procedure Against Cyprus Over 'Golden Passports'

The European Commission has terminated the infringement procedure against Cyprus regarding the Cyprus Investment Programme, known as the 'golden passports' scheme. This decision follows the termination of the program in 2020 and the adoption of additional measures to comply with EU law, including legislative changes, investigations, and the revocation of citizenships based on the findings of the Nikolatou and Kalogirou Committees. The Cypriot Legal Service described the development as very positive, highlighting the role of consultations with the European Commission and contacts with relevant European Commissioners. The Commission had initiated the procedure due to violations of EU law related to the granting of Cypriot citizenship through the program. Cyprus terminated the program and amended the relevant legislation, as requested by the Commission, to achieve compliance.
