State Budget 2025: Revenue at 87%, Expenditure at 92%

The implementation of the state budget for 2025 reached 87% for revenue and 92% for expenditure, according to a report by the Accountant General. State revenue amounted to €10.20 billion, compared to €10.81 billion in 2024, while expenditure amounted to €11.99 billion, compared to €12.42 billion in 2024. The decrease in revenue is mainly due to lower borrowing, which was partially offset by increased tax revenue, particularly from Direct and Indirect Taxes. Indirect Taxes increased by 4% due to higher VAT revenues, while Direct Taxes increased by 6% due to the rise in Income Tax. The slight decrease in expenditure is due to lower debt repayments, while social benefits and transfers and subsidies increased. Expenditure on social benefits increased by 5%, while transfers and subsidies increased by 11%. Capital expenditure amounted to €469.3 million, with the largest part going to road projects and construction. Co-financed expenditure reached €336.3 million, with significant funds channeled to projects of non-governmental organizations and digital transformation initiatives. The average implementation of total state budget expenditure over the past decade was 91%.
