Loss of Use Fund for Occupied Properties: Regulations Under Preparation, Debate Continues

The Parliamentary Committee on Refugees discussed the proposed legislation for the establishment of the National Fund for Loss of Use of Occupied Properties. The Ministry of Finance is preparing the fund's regulations but opposes the creation of an independent agency. The discussion focused primarily on the amount of funding, as it is estimated that, with the current funding level, the amount received by property owners in occupied areas will be very small. AKEL proposes transferring unspent funds to a special fund to strengthen funding, while DISY insists on the need to create a institutionally established fund with permanent funding. In parallel, the "Ktizo" plan for grants to apartment buildings in government housing estates was examined. The plan's guide has been completed, however, difficulties have been identified in matters of beneficiary contributions and ownership. The plan's regulations are under development and will be subject to a legal review. Finally, property issues and delays in contracts in the Pano Polemidia industrial area were discussed. The Committee President committed to sending a letter to the Minister of Interior and raising the issue at a subsequent meeting. Representatives of the services and the Municipality of Kato Polemidia reported problems with access, parking, and ownership, while refugee organizations expressed strong dissatisfaction.
