Bureaucracy Hinders "Ktizo" Scheme with Significant Delays

The "Ktizo" scheme is facing delays in its implementation, particularly regarding the funding of beneficiaries by the Equal Burden Sharing Fund. The parliamentary committee on refugees discussed the issue, highlighting the continuous revision of the scheme's guide, which includes all provisions, as the main problem. The legal service stated that the final guide was sent to the Ministry of Interior only in October, which provoked strong reactions from the MPs. The continuous revision was condemned, as it delays the implementation of the scheme and causes frustration among the beneficiaries. It was pointed out that the state is requesting financial commitments from the beneficiaries while the framework of the scheme remains pending. The Equal Burden Sharing Fund was called upon to expedite the procedures to resolve the problem of vulnerable refugees. The Ministry of Interior committed to sending the regulations to the urban planning department by mid-February, so that funding can proceed. The first phase of the scheme is at a satisfactory stage, with five refugee apartment buildings under construction and two to be delivered in the coming months.
