Fraud Cases Surge in Cyprus, Exceeding Eurozone Average

The Central Bank of Cyprus has released a report for the first half of 2025, revealing an increase in payment fraud incidents, although remaining at acceptable levels compared to the Eurozone average. Cyprus stands out for its high average values of fraud incidents in credit transfers. Fraud is more frequent in card payments (92% of incidents), but the highest value originates from credit transfers (54%). The most common forms of fraud vary by payment method: deception of account holders in credit transfers (59%) and theft/misappropriation of payment data in card payments (97%). Cross-border fraud incidents are much more common than domestic ones, with card payments being 24 times more vulnerable in cross-border transactions. Credit card payments are more affected than debit card payments, while the implementation of strict customer authentication rules (SCA) appears to reduce fraud in card payments. In Cyprus, the majority of card fraud incidents concern online payments (97%).
