Russian Fuel Cargo Headed to Cuba, Transferred Near Cyprus

A tanker, the Sea Horse, is carrying Russian fuel to Cuba, raising questions about the effectiveness of US sanctions. The vessel is reported to be carrying approximately 200,000 barrels of gasoil after transferring cargo near Cyprus. Cuba, facing a severe energy crisis and heavily reliant on fuel imports, is expected to receive the shipment in March. This transfer occurs at a time when Russia is subject to strict international sanctions due to the war in Ukraine, while the US is attempting to seize vessels involved in the trade of sanctioned oil. The situation is worsened by the decline in available electricity in Cuba, with satellite images showing a significant reduction in nighttime lighting. Another tanker, the Ocean Mariner, has changed course, indicating a potential disruption in oil flows to Cuba.
