Proposal for Guide Dog Recognition Faces Concerns

MP Charalambos Theopemptou of the Ecologists' Movement has submitted a proposal for the institutional recognition of guide dogs, aiming to ensure the independent living of people with disabilities (PWDs). The proposal was discussed at the Parliamentary Committee on Human Rights, where general agreement was expressed to fill the legislative gap, as similar legislation exists in at least 20 EU member states. During the discussion, objections and observations were raised regarding the designation of the competent authority for the training and certification of dogs, as well as the administrative costs that would arise for the state. The Veterinary Services emphasized that they have no jurisdiction over guide dogs, while municipalities and communities expressed satisfaction with the proposal, supporting the operation of a single authority for the certification of trainers. The Director of the School for the Blind stressed the need to evaluate trainers and the living conditions of the dogs, while the Legal Service emphasized the importance of designating a capable authority to implement the law and warned of the possibility of unconstitutionality due to increased administrative costs. Mr. Theopemptou responded that the state should have taken care of the legislative gap and that the Government should support the initiative by covering the financial needs. The Committee President, Irene Charalambidou, supported the need for government support, citing as an example the successful cooperation with the Ministry of Interior for the certification of volunteers.
