AKEL Proposes Legislation to Curb Deepfakes Using Artificial Intelligence - Danish Law as a Model

AKEL has submitted a bill to address the harmful use of artificial intelligence and the creation of deepfakes. The proposal, discussed in the Parliamentary Committee on Commerce, draws inspiration from Danish legislation that enshrines the right of every individual to their face, voice, and personal characteristics. The aim is to prevent the use of these characteristics by others without the individual's consent, except in cases of satire or criticism. MP Christos Christofides explained that the legislation would recognize the right of each person to their face and personal characteristics as a distinct right (sui generis). The discussion in the committee received a positive response from all involved. Furthermore, the inclusion of the creation of harmful deepfakes as criminal offenses is being considered, following a recommendation from the Attorney General's Office. Cyprus has already distinguished itself in Europe by enacting legislation to criminalize child pornography generated by artificial intelligence. Mr. Christofides emphasized that artificial intelligence blurs the lines between reality and fiction, and deepfakes can cause serious problems for both individuals and society. Examples he cited included deepfakes featuring political figures and the use of deepfakes for commercial purposes or to create revenge videos.
