Cyprus, a country under constant threat, is discovering its inadequacy in civil defense plans, despite citizens owning military weapons. The responsibility lies with both the state and the citizens, as public safety should be a top priority. Creating and maintaining effective civil protection plans requires long-term planning and political will, which unfortunately has not happened in Cyprus so far. The lack of prioritization of this issue is due to a political culture that emphasizes short-term benefits rather than prevention.
