Taxi Reform in Cyprus: Platform, Fines, and Regulation on the Horizon

The Minister of Transport, Communications and Works, Alexis Vafeadis, announced that the reform of the taxi driver sector is expected within the first half of 2026. The announcement was made after a discussion in the Parliamentary Committee on Transport, where the issue of taxi piracy was also discussed. The Minister stressed that the reform is necessary to address the problem. The President of the Licensing Authority, Despoina Amerikanou, presented data showing that 60% of the Cypriot population does not use taxis due to high costs and low availability, while 52% of taxi drivers do not own their vehicles. In addition, 53% of drivers report that taxis do not meet demand, with oversupply in rural and undersupply in central areas. The Licensing Authority proposes the creation of a single platform for all taxis, through which checks will be carried out by the competent authorities, as well as flexible licensing with specific criteria. The goal is to regulate the sector and issue new licenses, but not under the existing regime. Furthermore, it is proposed to implement digital taximeters, provide incentives for fleet renewal with low-emission and new technology vehicles, and extend the model of rural taxis to local communities. The Licensing Authority is expected to present a bill to the Parliament within the first half of 2026.
