Maria Papa, spokesperson for Civil Defense, responded to criticism regarding the condition of shelters, explaining the difficulties faced by the service due to limited resources. She admitted that the necessary priority was not given to shelters, but emphasized that despite the shortcomings, efforts are being made to manage the issue. Ms. Papa stated that the shelter program was suspended in 2013 and specialized personnel (engineers and technicians) never returned. Despite the difficulties, sample checks were carried out and approximately 1,100 shelters remain in good condition, while some have been deemed unsuitable. The creation and provision of shelter spaces are done on a private basis, with voluntary offers of space from individuals. Finally, she stressed that shelters are a complementary form of protection and that the safety of citizens primarily depends on choosing a safe space at home.
