EU Imports of Low-Cost E-Commerce Parcels to Rise by 26% in 2025

The number of low-value e-commerce parcels entering the European Union is expected to increase by 26% in 2025, reaching 5.8 billion. This increase is due to the EU's exemption from customs duties for parcels worth less than 150 euros, which has boosted the growth of platforms like Temu and Shein. The European Commission plans to impose a 3 euro fee on low-value parcels from July 1st, as a temporary measure, until a final agreement is reached to abolish the duty exemption. This measure is deemed necessary due to the increase in under-invoiced parcels, the risks to consumers from non-compliant products, and the potential impact on European industries.
