Law Professor Costas Paraskeva points out the lack of institutional checks and balances in the Cypriot Constitution, which leads to a "presidential autocracy". He argues that the collapse of the bi-communal system in 1964 led to a concentration of power in the President of the Republic, resulting in the exceeding of his institutional role and the erosion of democratic institutions. The absence of adequate controls on the exercise of power, combined with the unresolved Cyprus issue, creates risks for the rule of law and fundamental rights.
