When Giorgos Vasilείου was elected President of the Republic in February 1988, he was fully aware of the lack of positive developments in the Cyprus issue and did not sit idly by, unaware of the matter, as a non-politician. He took the lead in the National Council, presiding over a group of veteran politicians such as Glaukos Klerides, Spyros Kyprianou (whom he succeeded as president), Ezekias Papaiwannou, Vasos Lyssaridis, and Tassos Papadopoulos. He came fully prepared, knowing both the history of the Cyprus issue and the positions and views of the political parties and Rauf Denktash. The reactivation of the National Council was a key element in Vasilείου's approach, an institution that had essentially dissolved. The goal was to discuss all aspects of the Cyprus issue and formulate common goals for its resolution. Vasilείου sought a solution within six months, and to achieve this, he sought the advice of experienced former political leaders, such as Glaukos Klerides, Spyros Kyprianou, Ezekias Papaiwannou, and Vasos Lyssaridis. He managed to achieve a minimum agreement in early 1989 (January 30, 1989), the so-called “Unanimous Decisions,” which defined the goals and aspirations for resolving the Cyprus issue, with a federal solution being the proposed basis. These decisions set a deadline of June 1, 1989, for reaching an agreement.
