Cyprus Social Support Fund: Bill for Transfer of Powers and Increase in Student Beneficiaries

The regulation of the Independent Social Support Fund remains a complex issue, with three different proposals under consideration: a bill submitted to the Legal Service and two draft laws being examined by the House Institutions Committee. The discussion is accompanied by criticism of the lack of publication of the list of donors and donations to the Fund, despite repeated requests from the Parliament. The bill provides for the abolition of the Fund and the transfer of its powers to the Scholarship and Grants Service of the Ministry of Finance, with a parallel increase in the number of eligible students. A draft law, from AKEL and other MPs, also proposes the abolition of the Fund and the transfer of its powers to the Cyprus State Scholarships Foundation (CSCF). The third draft law, from other MPs, provides for the retention of the Fund with amendments, such as a limit on private monetary contributions (€50,000 per year), the assignment of the presidency of the Committee to a person of known prestige and integrity (instead of the President's wife) and the public disclosure of all contributions over €500. The Ministry of Finance has submitted the bill for legal review. The aim is to increase the number of beneficiaries of grants by €10 million, while the Fund's obligations for the current academic year have already been completed. The vote on the proposals is expected to take place after mid-March, with the proposals being submitted simultaneously to the Plenary Session.
