The upcoming activation of the Public Warning System (PWS) in June is presented as a significant step for citizen protection. A modern state should have mechanisms to immediately inform the population in case of fire, earthquake, terrorist attack, or even hostilities. However, the question is not just whether the system is necessary, it is obvious. The question is why it took so many years to achieve its implementation. The operation of the system is simple and very useful. In case of danger, the Civil Defense will send a message via mobile phone providers to all phones in a specific affected area within seconds. The notification will appear automatically on the screen, accompanied by a loud alarm sound and self-protection instructions. Importantly, the message will reach everyone, even without an internet connection or app installation. In crisis situations, this immediacy can save lives. However, while the need for such a system has been obvious for years, the path to its implementation has proven to be a characteristic example of the pathologies of public administration. The first competition was announced in 2022 and canceled in 2024 due to problems in the evaluation process. Legal consultations followed, redesign of the competition documents and a new announcement, until the project was finally awarded in 2025. Even after signing the contract, technical issues with telecommunications providers created new concerns about delays. The fact that such a critical project took so many adventures to progress shows how difficult it remains in practice to quickly implement important reforms.
