Lobbying for People with Disabilities and Patients: Amendment to Law Excluding Them Goes to Parliament Plenary

AKEL is promoting an amendment to the lobbying law, aiming to exempt representatives of organizations of patients, people with disabilities, and chronically ill individuals from the obligation to register on the lobbying register. This amendment will allow them to have meetings with Ministers and high-ranking officials without being considered lobbyists. The proposal has already received support from members of the Parliamentary Institutions Committee and representatives of organizations, although some reservations were expressed. AKEL MP Aristos Damianou stated that the amendment aims to restore the original intention of the legislator, as there have recently been requests requiring the registration of patient organizations as lobbyists. The explanatory report emphasizes that this exemption is necessary to facilitate the pursuit of the rights of members of these organizations. It was reported to the Committee that the Deputy Ministry of Social Welfare had requested organizations of people with disabilities to register on the lobbying register in order to have meetings with the Deputy Minister. The Chairman of the Committee pointed out that registration is only necessary when communication aims to promote financial interests. MP Alexandra Attalidou proposed that environmental organizations also be included in the exemption, which was not accepted by all members of the Committee.
