Commission Approves €44.5 Million for New Limassol Stadium

The European Commission has approved €44.5 million in public funding from the Republic of Cyprus for the construction of the new football stadium in Limassol. The funding covers both the construction of the stadium, completed in 2022, and the preferential use of the stadium by the Apollon, AEL, and Aris Limassol teams for 20 years at a reduced rental fee. The new stadium replaced the old one, which no longer met modern safety standards and could not be upgraded for international events. The Cyprus Sports Organization (CSO) is the owner and manager of the stadium and will sign a lease agreement with the three teams. The Commission believes that the funding is appropriate for providing modern sports infrastructure with a social, educational, and cultural character. Furthermore, it was found that the measures are necessary due to a lack of private funding and are proportionate, as they are limited to the minimum required to implement the project. The agreement with the teams provides for a lower rent than the market price, but is accompanied by obligations regarding the operation, maintenance, safety, and public access to the stadium. The Commission concluded that the impact on competition and trade between member states is limited, thus approving the state aid measures.
