According to the report by the Office of Financial Sanctions Implementation (OFSI) of the British government, over 25% of the investigated sanctions violations reported by British financial companies involve intermediary jurisdictions, such as Cyprus, the British Virgin Islands, Switzerland, the United Arab Emirates, Guernsey, Luxembourg, Austria, and Turkey. British MPs have put pressure for greater transparency and the creation of public registers of beneficial owners, accusing offshore financial centers of insufficient efforts to prevent the flight of Russian money. The governments of Guernsey and Jersey have rejected the accusations, emphasizing their full compliance with British sanctions and the access they provide to British authorities to check ownership details.
