EU Commission Terminates Infringement Procedure Against Cyprus over Investment Program

The European Commission announced today the termination of the infringement procedure it had initiated against Cyprus regarding the Cyprus Investment Program (CIP) and the granting of citizenship to foreign investors. The decision comes after the termination of the Program in 2020 and a series of actions by the government and the Legal Service to comply with EU law. The Legal Service of the Republic stated that it had handled the issue from the beginning, following the European Commission's recommendations for a judicial-type examination of the issues that arose. The Nikolatou Investigative Committee was appointed, the findings of which, along with those of the Kalogirou Committee, led to decisions by the Council of Ministers to revoke citizenships. Additionally, meetings were held between the Attorney General and European Commissioners to provide updates on the measures taken by Cyprus. The relevant legislation was amended in cooperation with the European Commission, resulting in the approval and passage of the relevant bill by the House of Representatives. The Legal Service welcomes the decision of the European Commission, which is a positive development for Cyprus and marks the resolution of a significant legal issue.
